Our pre-application advice services available to applicants and their agents before submitting planning applications for minerals, waste and county developments.
Application forms
Waste application form
The standard waste application form is available from the Planning Portal.
You can also download PDF versions of the application forms from the Planning Portal - paper forms and send them to us by post or email. The form includes our postal address, or you can email it to planning@staffordshire.gov.uk.
If you can’t access the forms, email planning@staffordshire.gov.uk with details of what you are applying for. We will then email you the correct form.
Minerals application form
The Planning Portal does not currently provide a standard minerals application form (except for oil and gas development – see below). You should use the form and certificates listed here instead.

Onshore oil and gas extraction form
An application form and guidance for development relating to the onshore extraction of oil and gas are now available from the Planning Portal - paper forms.
Section 106 legal agreement - application form to modify or discharge
We provide the application form, guidance, notice, and certificates needed to modify or remove a Section 106 legal agreement linked to a planning permission issued by us. These documents are not available on the National Planning Portal.

Public notice - mineral development applications
This notice must be given by anyone applying for mineral development. It should be sent to any person (other than the applicant) who owns the land or is a tenant of an agricultural holding on the ‘prescribed date’ (21 days before the application date).
You can serve the notice directly. If you cannot find the name or address after taking reasonable steps, you must advertise in the local press after the prescribed date. This is required under the Town and Country Planning (Development Management Procedure) (England) Order 2015 – Part 3, Article 13(1).
If the application includes underground mineral work, extra steps are needed under Part 3, Articles (2) and (3).
Application fees
New fees came into effect on 1 April 2025.
The government provides guidance on fees for planning applications and the planning portal provides a fee calculator and fee guidance which will help you to work out the correct application fee.
How to pay
You can either pay via the Planning Portal when submitting your application through that service or pay us when submitting your application directly to us. Alternatively, we can accept payment via bank transfer.
To pay by bank transfer, please email us at planning@staffordshire.gov.uk and we will provide you with the bank transfer details.
If in doubt please contact us as we will not progress your application until we have received the correct fee.
Validation requirements
Applicants must follow the validation requirements and check the A to Z guide. Use the correct validation checklist when preparing your planning application. If your application does not meet these requirements, it will be treated as invalid.
