Notice of Adoption of the Joint Waste Local Plan
Following the rules in the regulations, we confirm that the Staffordshire and Stoke-on-Trent Joint Waste Local Plan 2010–2026 was adopted by Staffordshire County Council on 15 March 2013 and by Stoke-on-Trent City Council on 21 March 2013.
The Plan sets out how waste will be managed in Staffordshire and Stoke-on-Trent until 2026. It explains where, when, and how new waste facilities will be developed and assessed.
It replaces the previous Waste Local Plan (1998–2011) for deciding waste planning applications.
An Independent Inspector reviewed the Plan during public hearings held over three days in April and June 2012. The Inspector’s report was published on 4 February 2013, and the adopted Plan includes the recommended changes.

Any person aggrieved by the Plan may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 on the grounds that:
- the document is not within the appropriate power.
- a procedural requirement has not been complied with.
An application must be made promptly, and in any event, no later than the end of the period of six weeks of starting with the date of the adoption of the Local Plan, i.e. by 16 May 2013.
Review of the Staffordshire and Stoke-on-Trent joint waste local plan 2010 - 2026
New rules introduced on 6 April 2018 require us to review our waste and minerals local plans every five years from the date they were adopted. The Staffordshire and Stoke-on-Trent Joint Waste Local Plan 2010–2026 (the Waste Local Plan) was adopted in March 2013.
We have completed the first review with Stoke-on-Trent City Council. This review looked at whether the Waste Local Plan policies still work as they are, or if a full or partial update is needed.
A First Review Document (PDF, 1.28 MB) and Appendices (PDF, 1.51 MB) was completed in December 2018 which provides our assessment of how well our waste planning policies have been performing.
A report was presented to the Planning Committee in February (Item 5) and to the Cabinet on 20 February (Item 9). Both agreed with the conclusions of the First Review of the Staffordshire and Stoke-on-Trent Joint Waste Local Plan.
Full Council on 21 March 2019 (Item 59a) confirmed that there is no need to update the Waste Local Plan at this time. The plan will be considered when deciding planning applications for waste developments.
City Council officers also asked their Cabinet to formally approve the review conclusions on 26 February 2019.
