What is the Highway Extent?
As local highway authority, the county council can provide information on the extent of highway which is Highway Maintainable at Public Expense (HMPE). This can include the carriageway (road), footway, grass verges and unmade surfaces adjacent to roads, as well as some areas of land. We don't hold information on land ownership, which can be provided by Land Registry. We also don't hold information on highways outside of Staffordshire, nor on highways which are motorways or trunk roads, which are the responsibility of National Highways.
How is the extent of the highway determined?
We use a number of historical data sources to provide this background information, which allows us to create a digitised plan of the location requested. For the majority of recent highway developments, we have plans relating to the areas that form HMPE. However, in more obscure locations, or where the highway has evolved over a long period, detailed records are limited. In these situations, we will need to investigate our sources prior to providing a plan, which may take longer. If this is likely, we'll advise you after your application.
