Off-street parking

Off-street public car parks are often the responsibility of the local district or borough council.

If you get a Penalty Charge Notice (PCN) for a parking offence in an off-street car park, you must pay the district or borough council that issued it.
The PCN will show:

  • The council’s name and logo
  • A unique PCN number with a two-letter prefix for that council
