Network north roads resurfacing fund
Made possible by reallocated HS2 funding.
In October 2023 the Government announced additional allocations for a 'Roads Resurfacing Fund' made possible by reallocating HS2 funding. A total of £3.188M of additional funding has been made available to Staffordshire County Council for each of the 2023/24 and 2024/25 financial years.
For information on the additional highway maintenance works that have already been delivered and, will be delivered in the 2024/25 financial year using this funding and the additional Budget 2023 allocation please see the plan below.

3. How the authority is introducing innovation in the delivery of highways maintenance (e.g. the use of new equipment or software) and where it plans to go further.
We have a long history of using new ideas to improve road maintenance. This includes:
- Working with partners to manage and improve over 6,000 km of roads
- Using technology and low-carbon materials
- Running our own highways laboratory
Examples of innovation:
- Recycling waste from gully cleaning
- Using the JCB Pothole Pro to fix more potholes
- Using drones and road AI for condition checks
- Using low-carbon materials
In 2024, our customer reporting system will improve updates and information about works as we invest in digital solutions.
4. How the authority is using its street works and other powers to ensure that resurfacing works are not undermined by repeated digging up of the same road by utility companies.
Our Duties and Roadworks
As the highway authority, we have legal duties to:
- Maintain roads
- Keep them safe for users
- Ensure traffic moves smoothly
We also know that utility services need repairs and upgrades, which can disrupt traffic. A strong economy needs good roads, and investment in Staffordshire has created 10,000 jobs and built 4,000 homes since 2024, all needing road access.
We hold quarterly meetings with works promoters (gas, water, electricity, telecoms) to avoid the same roads being dug up repeatedly.
We cannot stop emergency repairs or new connections, but we use powers under Section 58 of the New Roads and Street Works Act 1991 to block planned works for up to three years after major road improvements.
We also work with digital providers to plan fibre rollouts without damaging newly resurfaced footways.
