Trading Standards works to prevent the illegal sale of age-restricted products to underage individuals. We carry out inspections, offer business guidance, and run test purchase operations in partnership with Staffordshire Police.
Age-Restricted Products
Restricted to 16+
- Caffeinated drinks (voluntary but recommended)
- Party poppers
- Spray paints
Restricted to 18+
- Alcohol
- BB guns
- Butane
- Corrosive substances
- Fireworks
- Knives and blades
- Lotteries and scratch cards
- Nicotine inhaling products
- Tobacco
- Volatile substances (if misuse is suspected)
Other Restrictions
- Video games: 12+, 16+, or 18+ depending on classification
- DVDs/videos: 12+, 15+, or 18+ depending on classification

Underage Sales Operations
We routinely carry out test purchases to ensure compliance with age-restricted sales laws. If you suspect illegal sales or want advice, please contact Staffordshire Trading Standards.
Become a Test Purchase Volunteer
We’re looking for young volunteers aged 14½ to 16½ to assist with test purchase operations across Staffordshire.
What Does a Volunteer Do?
- Attempt to purchase age-restricted products under supervision
- Stay observant and follow instructions
- Work with Trading Standards staff, police officers, and other volunteers
Who Can Volunteer?
We’re looking for individuals who are:
- Observant and respectful
- Able to follow instructions
- Honest and patient
- Interested in helping prevent crime
