The easiest way is to apply or renew online. You can also replace lost, damaged or stolen cards by applying online.
Apply, replace or renew online
The charge for a lost/damaged pass is £10. There is no charge for replacing a stolen pass but you will need to supply a ‘crime number’ after having reported the theft to the Police.
You can also renew passes and replace lost or stolen passes by calling our Customer Services on 0300 111 8000 or by calling into your local Staffordshire County Council managed library.
Once you have reported your pass as lost we cannot reinstate the pass if you find it. The pass is ‘hotlisted’ immediately to prevent another person using the pass.
What will I need to apply?
- A valid email address (with their approval, this can be an email address from friends or family)
- A webcam or a digital camera or an existing digital image
- A scanned or digital copy of proof of identity such as a passport or driving licence with photograph
- A scanned or digital copy of proof of residency in Staffordshire – for example a utilities bill (less than 3 months old), bank or building society statement, benefit statement, pension statement, driving licence, council tax bill, etc
- A scanned or digital copy of proof of your disability if you are applying for a disabled pass
- Your old bus pass if you are renewing.

Am I eligible for an older person's bus pass?

Am I eligible for a disabled residents' bus pass?
You may qualify for a bus pass if you have a disability that would come under one of the below categories, with the required proofs described below them.
Blind or partially sighted
- BD8 or CVI form
- Sensory loss card
- Certificate or letter from a medical professional
Severely or profoundly deaf
- Audiology report
Without speech
- PIP award letter showing 8 points or more for communicating verbally
- Letter from a medical professional confirming you have no speech
Note: We cannot issue a pass for a severe stutter or stammer.
Walking disability
- PIP award letter showing 8 points or more in the “moving around” section
- DLA award letter showing you receive the higher rate mobility component
Note: You may need an assessment. Independent assessors carry out these in line with Department for Transport guidance. Any evidence you provide will be processed under the Data Protection Act and used only for this purpose.
Refused a driving licence
- Letter from DVLA confirming your licence was surrendered or revoked
- Letter from a medical professional explaining why you are unfit to drive

Loss of use of both arms
- Letter from a medical professional confirming loss of use of both arms
Learning disability
- Significant impairment of intelligence and social functioning
- Completed Learning Disability Concessionary Pass Evidence Form signed and stamped by your GP or registered doctor
- EHCP or Statement of Special Educational Needs can be used as extra evidence
- PIP points for planning journeys do not count as proof of a learning disability.

Stoke-on-Trent residents
The Staffordshire County Council area does not cover Stoke on Trent City. If you are a resident of Stoke on Trent, you can find out about their concessionary bus passes on the Stoke City Council website.
